The bill (Reg. No. 10472-1) proposes changing the sphere of application of the Law "On Personal Data Protection" by determining, among other things, that it shall apply to all actions connected with personal data processing, and not only in personal databases.
Independent Data Protection Experts of the Council of Europe Marie Georges and Graham Sutton, the Head of the State Personal Data Protection Service, representatives of the Ministry of Justice and Internet Association of Ukraine, and academics participated in the meeting.
The representatives of the Council of Europe stressed that despite the fact that the amendments proposed by the bill are aimed at bringing personal data protection in Ukraine into conformance with European standards, there are several important spheres that require substantial progress for proper and efficient implementation of the Council of Europe Convention. Namely, it is required: to consider the necessary balance between the freedom of expressing one?s thoughts and the right to access public information; to grant independent status to the personal data protection body and determine its powers, etc.
Participants of the meeting analyzed and discussed the proposals received from the central executive bodies and regional state administration to solve the problems arising in the process of implementation of the abovementioned law, as well as proposals to the bill under Reg. No. 10472-1.
